FRANCOPHONE IMMIGRATION

French-speaking individuals looking to move to Canada outside of Quebec may be eligible under the Francophone Mobility Work Permit Program.

This program offers an opportunity for skilled workers with strong French language abilities to obtain a Canadian work permit—without the need for an LMIA—as long as they have a valid job offer from an employer located outside Quebec. The goal is to support the growth of Francophone communities across other provinces and territories in Canada.

Advantages of the Francophone Mobility Program

  • No LMIA Required
Employers are not obligated to complete the Labour Market Impact Assessment (LMIA), eliminating the need for advertising or proving a shortage of local workers.

  • Wage Flexibility
The offered position does not have to meet the standard median wage guidelines typically required under the Temporary Foreign Worker Program.

  • Family-Friendly Option
Since the job must fall under NOC skill levels 0, A, or B, eligible applicants can bring their spouse or common-law partner (who may qualify for an open work permit) and dependent children, who can attend school in Canada.

Who Can Benefit from the Francophone Mobility Program?

  • French-speaking applicants with fluent or near-native proficiency—especially individuals from countries such as France, Belgium, Switzerland, Monaco, Morocco, Tunisia, Algeria, Mauritius, Benin, Côte d’Ivoire, Senegal, Réunion, and others with strong French language skills.

  • Individuals who hold a skilled, full-time job offer from an employer located outside of Quebec.

  • IEC participants (International Experience Canada) looking to extend their stay and continue working in Canada while working toward eligibility for permanent residency.

  • Workers currently residing in Quebec who wish to transition to permanent residence through the Express Entry system and require a work permit outside Quebec.
